This is only the opening riff, which is repeated throughout the song. It's all I've done so far. The rest is still close to an utter mystery to me. Note the open-D tuning. This is something of a novelty, given that Jeff was renowned for using dropped-D and open-G tunings (both of which I had tried in failed attempts to tab this out before now).
The clue came in the French radio broadcast of the Bataclan concert from 1995, which I was recently sent -- you HEAR him retune as the drums kick in to this song, string by string, into the tuning I have shown below. Explains why I was having trouble with "Kanga-Roo" as well (he typically segued from an instrumental version of "Vancouver" into "Kanga-Roo" in live shows, which means they are in the same tuning).
